It isn't so much the mileage but the comfort level. I think that she should wait until she feels comfortable with the idea of having a bigger heavier bike, rather than just saying "you're ready when you hit a certain number of miles".
10,000 miles strikes me as kind of arbitrary. If they are easy highway miles in nice weather, that isn't as significant as 10,000 miles of winter riding or city traffic.
